Let me ask you this.....did you get paid from DTV for the jobs that you are refusing to pay on? If the work completed was suffecient enough for you to get paid then it should be suffecient enough for the man that did the work on the job to be paid as well. If DTV is not paying you then you are currect in witholding the pay to the installer. IF you did get paid then pay the man and send him on his way for not being able to follow rules. To hold his money if you were paid for the job is just wrong no matter what. Especially if it was just because the customer didn't print their name on the annual agreement.
