I believe Mr. Rigo should have left the cable alone, and maybe tried harder then letters and e-mails like maybe going to the local office. Mr. Rigo being a former HOA president or member I am sure had a lot to do with his actions (most HOA members are a-holes to deal with.
On the other hand it sounds like the Comcast techs were being just a little bit lazy in their approach to fixing a cut feeder. If the line was cut by a sprinkler company it should have been repairable unless it was cut multiple times.
Any Comcast techs in the area with a TDR, locater or sniffer? If cut multiple times it still could have been temped to avoid crossing driveways and sidewalks, it sounds like it was cut in the neighbor of Mr. Rigo's yard. Dig the cable up at the edge of the driveway and bath it there.
Just my .02 from dealing with a-holes like Mr. Rigo to many times.
