Escalate it up the food chain to the local VPGM who in return will ask for a full debriefing from his/her respective engineering staff. Provide all factual information; leave out the speculation and non-confirmed information. Just because their maps aren’t available, unreliable, or just poor is not a viable excuse for inaccurate mark-outs especially if every grid on their local ADC map contains some type of underground facility. All their grids might be registered with the state one-call department. The real tricky part as you are aware is to try and locate non-dielectric (No steel corrugated wrap or trace line) fiber. I digress…
Suggest to them (VPGM) that you have been trying to resolve the issue amicably but that you are at an impasse and would like for this person to champion an equitable solution.
You may be pleasantly surprised to get a quick and amicable solution to your woes.
