I'm not sure about the rebar it has ridges and they are really not made of very with strong steal. I tried it with side walks didn't work to good for me. But maybe it will for you. for a fairly cheap way of doing them try the hilti hammer drill and the rods made for driveway bores. You can probaly pick a hilti up at any pawn shop for 1 or 2 hunderd. The rods let me do some checking.
