As far as I know you're ablolutely right. I haven't heard of a/o's costing any additional $ since the aforementioned law passed. I have Charter and I just added 2 Digi boxes to 2 already active a/o's that weren't costing anything (extra that is) until I picked up the 2 boxes. You'd think if it was legal, Charter would not only be charging per outlet, but jacking the rate on them every year.
