Applicable Charges for Additional Outlets


I am hoping someone can offer the correct answer to this question:
Seems I have been under the impression that cable co's can NOT charge a monthly service fee for A/O's with the exception of a 1 time install fee and if a cable box is used, a monthly fee to lease the box/remote. But they cannot charge extra every month for the actual programming as it is already being paid for with the primary outlet. I thought the laws changed years ago preventing this service fee for A/O's??? Like telephones...You pay for the main line coming in and thats it, no additional charges for more phones using the same #??? Have things changed again and I just missed it??? A friend recently revealed that comcast is indeed charging him a monthly service fee over and above the box rental fee and it is like 3 or 4 bucks /month higher than the primary outlet box...Is this legal again???
