Also consider the following. If you were stripping the jacket off the ground wire using a circular motion and the nick is actually scoring around the outside of the copper, it will create a condition where the copper is weaker at the score point. After a few years of going through the temperature swing (summer-winter-summer-etc) for the area you are working in, the expansion and contraction of the copper can actually cause it to snap at the point of the score thus totally eliminating the ground at those locations. The QC inspector might have been a little picky on your nicks but the long term effect could be the above depending on how sharp and how deep the nicks are.
