There are a lot of apartment complexes that do channel elimination and insertion of their cameras, charecter generators or whatever. I do not know the red tape involved with doing this when it comes to the operator serving the property.
Some CATV operators will have a maintanance contract to maintain the insertion equipment others do not. If you want to insert a camera call the operator and ask. Another potential issue with this is what channel to eliminate this seems like a no brainer but there is always one or two who will complain. hoper this helps.
