from what i have read the prime is resposible for the job this person was a sub so he is not at fault. unless he did this with out anyone from the prim knew of it. then he is at fault. but usually some one in the prime office knows what is going on. the it may also fall on the cable co. if one of their people told him to do the job. from what i see sue.
