When I worked inhouse, they charged by the outlet until govt. regulation started. Then they just increased their installation charge for said outlet. Just remember this, nothing is illegal until you get caught. If this is a company that you do not like, clue in the FCC about their website and let them handle it. It is always fun to watch a company run amuck when the govt. eyeballs them. Enjoy!
