Unity gain on the return is the same input at each location. If the design is properly done. The max gain is in terms of the same gain for each return amp in order to maximumize the performance. Depending on what's the need output, is where you would pad.
This will give you 0 dBmV at the CMTS, and all other receiving products in the headend.
The input to each hybrid is the same, not between 15-20 dBmV.
