Sounds to me like these were not ever fused. What you have described sounds to me like they were hand polished and then they are slid into a sleave and the "goop" is what holds everything together after it was set into the tray.
This is a typical method that has been used for years but it is not very popular due to the amount of time that it takes, but if you have a good scope it is as good as a mechanical splice with the matching gell.
