rates are normally cheaper if you are doing maint. instead of constuction or splicing, any upgrade should be termed as maint. because the plant is of course in existance. if you were to replace 1 span that would be maint. so what is the difference, it is still upgrading the system. this is how my agent explained it to me . made sense you we went with it
