For LEVEL, you'll need to have POWER METER option on your FSM. The frequency of ch: 90 for NTSC 619.25 MHz, for QAM signal is 621.00 MHz.
For MER and BER you'l need to know if the QAM signal is 64 or 256 QAM.
For MER and BER level, these two will be read thru the CONSTELLATION option on your FSM.
