Sometimes, if the hdtv was set to regular tv resolution, and you apply a hdtv signal, the picture will look pixelized. This might be what you are seeing. Make sure the resolution of the TV is the same as the converter is putting out. This pixelation really shows itself when looking at the cheeks of an actor, much like you are describing.
