I hear you. As I said I am a small mom and pop operation. Just doing installation, MDU, and drop bury work. I decided a couple of years ago I would either become a prime or get out of this business. Got sick of fighting for retainers or having primes trying to hire my people out from under me. Luckily for me I found financial backing and had the right connections and referances. I pay my people one week after work is completed and pay them weekly. I also do not hold a retainer as it is my responsibility to make sure my subs have done what they are billing for. Unfortunately, the word retainer, to some, is just a fancy word for telling you what they plan to steal from you. I'd like to believe that the percentage of people that do that is low but I know by experience that it happens to subs that have earned and deserve their retainer. I think if a sub agrees to go the extra mile for their prime then they should be compensated. But unless you really know and trust the prime - get it in writing! As you said, the primes need to check out who they are putting to work so others do not have to pay for the screw ups/offs. Also I think more subs need to really check out the primes they are thinking of working for. Maybe if we all did this some of the dead weight in this business would just sink and leave leave the business a little better off. Just my 2 cents. Good luck to all and God bless our troops!
