CATVDOC may not have seen money change hands, but I can assure you that if this person is not on the take, they are at the very least extremely unethical.
My firm was assigned/awarded/promised 1000+ miles there. Then it was taken away less than a week before our start date. We complained to upper management, were contacted by local project management for a qoute (which we have confirmed info. that we had lowest price by two cents per foot for cert.) and were never even given the courtesy of a return phone call from the responsible person.
This scenario is almost always due to a pay-off.
No purpose in telling stories from this source, that's truly the way it is.
