The levels will always vary...... depending on the distance from the headend the slope and gain of the transmitter and reciever. No two transmitters are exactly alike..........As long as the MSO is aware of that and they will give you tolerances it will work but if they think they will get a 12.5 db tilt everytime without E.Q's they are in for a wake up call.
