It is directly proportionate to your highest frequency, Type of (Active)equipment, cascading and a few other components like type of frequency i.e., Std, HRC, or IRC. Also, don't forget your company's corporate POP criterea that usually supersceeds the FCC's to ensure compliance.
For instance some time ago I managed a five headend region where we were operating at 450MHz (63 Ch). At the time the FCC specs were I believe -43 dB on both CTN and STN. My company's specs were -46 dB (minimum) at the time. When we entertained a 750MHz upgrade the spec's rose to about -49dB on those distortions. Just don't forget the other benchmarks too
