Rumour is true......Charter will not spend any dollars on new or retro work during the entire year of 2003
> Has anyone heard any of the rumors flying around concerning Charter and the possibility of them putting the entire year of 2003 on hold accept for maintenance upkeep and not going into any new projects or upgrades until they are restructured.
