First make sure the fiber link is optomized. One reason for an eleveted noise floor could be the result of improper padding in the field. I know that when I see the noise floor elevated across the board there may be a zero pad somewhere in am amplifier. You will need to sweep the return on that leg of the node. Hope this helps.(eww)
