It depends on whether they want the rev. rough balanced or swept. If you're rough balancing just follow the tombstones on the print and plug in the pads and EQ's, you'll need a meter that works down to 5MHz and a transmitter to verify everthing works. If they want you to sweep the plant as you activate it that's a whole new ballgame that requires a specialized meter and headend equipment.
