Lowered the spec,s lowered the pay

For the 3,rd time this year, on 2 diff projects ,3 contractors I sub for have lowered the pay, so I look for reasons to contiune this, This is suppose to be a good time to be in this biz, letters to the Feds say "America needs High Speed Broadband" Treat this the same as put a man on the moon project , so whats going on ?.
