Yes they are my veeerrrrryy unexperienced friend.Ever heard of a power supply??The jacketed cables go from the power supply at the base of the pole, then splice to aerial cable ,and go to a power inserter 4 poles down.The jacketed cable is in conduit and requires no loops.If you could not recognize this than you have no idea what you are talking about.
