The NEC code is owned and governed by the NFPA (National Fire Protection Association). It is available online at http://www.nfpa.org but if you are looking for electric code for outside plant that is different. NEC is for inside buildings and structures only. The Code I think you are looking for is NESC (National Electric Safety Code) which is governed by the IEEE or Institute of Electrical and Electronic Engineers or http://www.ieee.org Try this link http://standards.ieee.org/faqs/NESCFAQ.html
