I can only guess that this is a subcontractor who wants to get other subs to work under him. Over 95% of the jobs I've seen or heard about recently, want groups of individuals (subs) to run the job for them. The prime doesn't want to deal with individual invoices. Instead, they get a sub who has other subs under him so they only have to deal with one invoice. The only problem is that the independent subcontractor has to take a bigger cut to even get on the job. For example, there is a job in Ohio where the sub is paid .32, but you can't work unless you sub under a sub and get paid .20. That is a joke.
