AT&T justifies it by stating that this way all of contractors are covered, (instead of the insurances lapsing and noone being aware of it). This is what AT&T tells the municipalities this in order to get a break on permitting. It also makes them look like they are a responsible business.
What it really is, is a way of gouging the contractors out of 6% of their gross. We all know that insurance is based on payroll not gross sales. This in turn gets passed to us subs on top of the norm 10% retainage.
AT&T will tell you straight up that if you don't like it go somewhere else. The prime I am working for overpaid more than one hundred thousand and can't do anything about it if they want to keep working. Splicers beware!!!!!!!!!!!!!!!
