The number of users at any given time is usually what affects the majority of the speed issues. Cable systems have X amount of bandwidth and this is spread out to however many users are on at any given time. There are a lot of plant or drop issues that could also contribute to a speed problem. If you have a ping program that allows you to adjust the size of the packets, I find that it is a good troubleshooting tool. This will help to determine where you might be experiencing a slowdown.
