You're pretty light on the pay there, Scott. The headend techs working for us with the qualifications you ask for are making $20/hr give or take a buck, and a $55.00 per diem as well as the 401k, free health insurance, a company truck, transportation home and back every 2 weeks, etc... If you get anybody at the prices you are quoting, I pity the MSO you're building for.
