You need to figure out the "level of service" you are going to provide. I personally would offer a few options, one having a cheap per mile cost to have crews available at a moments notice with a very hefty ala carte cost per task. Then contrast it to a higher price per mile, with a contingency option wherein you absorb X dollars & then charge a lower cost per task after that level has been reached.
