I agree you need to use the tools and resources you've got whether it be a TDR (which is your best tool) and the Volt meter. However, you've got to 1st figure out where and what direction the short is coming from as well as where is its common point. (I assume you understand blueprint reading? "your maps" These are your eyes into common sence practices). If your dealing with a cycle , by pulling each fuss independantly, (finding which leg is causing the cycle) and just following the "divide and conquere" method and your on your way to pin pointing your problem. Once you've gone pass the short, just back up and remember keep in mind where you were bad and where you are good. Once you've isolated and narrowed yourself down into spacings (spans) use the TDR to pinpoint the fault and viala your home.
