Re:870MHz S-A need answers

To properly set up any amplifier it is very important to know the manufactures noise figure for the amp.About 3db above that figure is usually where you want to be. Verify all insertuion loss (eq,pad,ect.) and factor that in. I believe that S.A. , in their infinite wisdom decided that you must hit this amp with a 3db tilt to compensate for the fact that you only pick up 7db tilt in the interstage and  you still come out with a 10db tilt.
