First & foremost you need to assess the initial franchise agreement & specifications versus subsequent agreements.
Did the franchisee uphold all tenets and operate in good faith thoroughout each & every agreement?
As for physical plant assessment you can save your community a whole slew of money by taking a video camera out & videotaping yourself.
Next step is to gather up the FCC test public records along with the complaint resolution file.
