You must be looking for a wanna be engineer. Don't expect to get someone with Auto-Lisp programming skills, Lode Data, and a knowledge of AT&T architecture without being a real engineer. You can't possibly get a quality engineer unless you do it on a contract basis. The best engineers only work for themselves.
