1000+ foot aerial drops on a ladder

Some companies out here trying to make their techs to run 1000+ foot fiber aerial drops on a ladder and then getting mad when technicians refuse to do so and calling for a bucket truck. Is it even legal? I know OSHA should prohibit working anyone around power lines more than 2 hours in 24 hours period. What do you think, guys? What safety regulations exist to protect workers against employer trying to abuse technicians and save money on a bucket truck roll?
