Really!  What are they going to rebuild?  There is nothing there.  It may be years before things get cleaned up, insurance claims paid and new building codes approved to prevent this from happening again before they even think about rebuilding houses, much less the power and communications infrastructure.  My guess is the new code will require everything to be buried.  Especially power.  Just my $2.  Inflation you know
