Im with you patriotspl. IMHO Splicing in the outdoors is a bad idea. I was an inspector on a job that only allowed 20 feet (10 in + 10 out) tails. So all splicing was done outdoors. Aerial splicing was done out of a bucket or ladder bouncing in the wind. Dust everywhere. The splicers had a hard time making spec with all the wind and dirt. There are 2 reasons for splicing with short tails; one is financial, less fiber, the other is emotional, the want it to look like a copper telephone plant rather than a cable TV plant.
