A free ride would have been nice but unfortunately there are things like: recurring pole attachment fee's, make ready costs, rights of way fee's, municipal franchise fee's, attachment fee's for bridges, buildings, etc., and many other hidden costs like programming costs, licensing and I could go on and on. Nothing is free.
