If you really want to do this. Hire an experienced splicer or as has been said by others sub it out. There are lots of variables. and they keep changing. If you want to be a full service fiber splicer, you will have to multiple splicers to do different tasks efficiently. For instance there is a single fiber splicer to splice fiber to fiber, a ribbon splicer to splice 12 fibers at the same time, splicers to splice connectors on to the fiber is self. Then there is the testing that can take as long or longer. You can easily have $15000 to $200000 for one splicer set up. I could go on and on but I will tell you that we spliced cable in 1997 and sold our spliciing set up in 2007 and hired subs to splice.
