Back in 1981 I did my first long haul fiber job along railroad tracks from Pittsburgh Pa to Baltimore Md....the inspectors were just like this..each carried a spec book and I've even seen them hold up the spec book to view to see if the work on the pole matched the picture in the books. Ever chance I got, I charged them down time for any thing that was not in their spec book, that I had to do.
