Most of the contractors out here are entrenched and know how to use the regulations. When a contractor comes from out of the area he usually bids what he thinks is high and loses his ass. $100 a foot to rock saw in San Francisco sounds to good to be true, and it's not enough. There are utilities and basements that are not on any maps and the city doesn't even know where they are. Seattle, Portland, San Diego and Sacramento all have problems like this. Plus it costs a lot just to live in the big metro areas. Then you have the CableCom, SEFNCO type that get exclusive contracts and the little guys are forced to sub. It is a hard market to break into
