Actually, If the State you are in requires a Contractor to carry a License and Bonding and this said Contractor adhered to the Laws by getting a License and Bonding. You would normally be able to submit a complaint for collection against the Contractors Bond. Now, This all depends on the States required timeframe for filing, if any.
