Like it was said above using the hook blade and ring cutting the 1st 5-6" to get to the ripcord and knotch the jacket/armor to get the ripcord started is the way to go. I made a version of the drill tool by cutting a knotch in a extension, also made one out of a Klein screwdriver because the flat sides to roll the ripcord down. I generally do it by hand, the drill can cause you a headache if you get careless with it and fold your tubes over. When ever I'm training anyone its all pulling the cord by hand/screwdriver.
