Why is stuff like this not directionaly drilled? I have never been able to figure out why anyone would cut a public street anymore with : Paving costs,trafic control, potential liability. I realize some streets are actually too congested to even be bored or that some cities have motatoriums on boring, but it seems like some generals are missing the boat on boring.
