This is the "word" every year though.
It is a cyclical progression. Contractors will never be phased out. It is simple financial math.
When work slows, contrators are drastically cut back on, when it rises, they are begged for.
The cost to maintain an in-house staff through rushes and downtimes far out-weighs the cost of using contractors when needed.
Here in Wisconsin, we have seen a massive and elongated lull in contract work. However, there is now a massive call for manpower from all prime-contractors.
Same things every year. Time frames differ. Pay goes up and down. But, as a former in-house employee and a long time sub contractor, this is literally BAU.
