outrageous com ed bill

Has any ever recieved a bill from Com Ed, for hitting one of there underground cables with a ground rod? Last October, my guys were pounding ground rods for AT&T vaults and struck a Com Ed cable. The locates were off by 2 feet. I recieved a 17500 bill, 16800 was for labor. WTF.  When I first spoke with the damage prevention person at com Ed back in October, I told her the locates were off. The bill has no itemization or anything, 16800 for labor and 700 for material. They only hit one phase, how many guys were standing around watching the guy in the hole.
