did a google search for Cobb County GIS maps and came up with this link: http://www.cobbgis.org:81/Html5Viewer/?viewer=cobbpublic
I found a ROW layer after some searching and a measuring tool that will get you close. Some GIS maps will have the ROW's posted at the intersections, but I did not see that feature on here.
