It would be nice if you told us if the plug was oil fouled or flooded by gas. If its flooded by gas the motor will be black smoking out the exhaust while running if its oil it will be blue smoke out the exhaust while running .If its blue your compression rings are worn and the oil ring is allowing base pan compression to push oil back into the combustion chamber by the compression chamber or your valve seals coul be dry wrotted or your guides could be worn allowing too much clearence around the valve stem. to address flooding by gas being as you said you had an electric choke first make sure 12 volts is going to the choke , then remove the breather and make sure the choke is operating properly by opening the butterfly completely this would be the butterfly attached to the choke .Another problem could be caused by trash in the fuel causing the need seat not to shut the fuel off when the float has reached its proper level. Being as its a new carb your needle and seat should not be warn. To determine trash remove the bowl and look for trash in the belly .To determine if the proper fuel cut off remove bowl and chech float drop as well as rise to the cut off . the easiest way to determine if float needle seat is properly working is you should have an inline filter on the gas line from the carb side of filter and blow air with your mouth into line and drop float air should pass easily rise float to cut off point air should stop . If you have trash in the bowl ,blow carb out with air house and make sure you filter has paper inside it that will stop all trash moving forward .Lastly just because its a new carb does not meen its a good carb ,i have seen brand new with factory defects . I have been twisting wrenches over 50 years . Rule #1 never leave home without tools to work on most anything . HOPE this helps.... BigDuck
