I agree with that statement..!! On Undergound you spend a lot of time checking your tethers, what adrresses they are for and wheeling footage to see if eveything will line up. Also sometimes the ends are backwards off the reels and you can take 5K feet off and put back on the reel for free. You have to start at the back of the neighborhoods and work your way to the cabinet which can be around Cul-De Sac's and street crossings. again a lot of pull work and don't damage the tethers or you get charged.
