First you need a work force and equipment.  Sound like you have that already.  Then, as has been said in an earlier post, you need capital reserves. If you have that,  then you will need a contact at ATT to get you in the door to the Contract Administrator.  The process takes about 6-8 weeks after first contact with the Contract Administrator.
